It's a mystery to me why it's standard practice to check blood levels of thyroid (after starting the medication) but not to check estrogen levels.  The test is available and usually paid for by insurance.  Blood levels of the other hormones and ratio of each to the others should also be considered.

I've seen ranges of almost nothing (10 to 15) up to near 300 on the same dose of PremPro.  Most women do very well with a level of estrogen between 70 and 100.

I prefer blood levels to saliva because saliva concentrations can vary with your state of hydration but blood levels will not change much depending on how much water you drink.
